When Policy Aligns, Trust Follows

The room was loud.

Not just voices—but emotion. Frustration. Fear. A sense that something deeply personal was being decided in a public space.

That’s often what happens when policy touches people’s sense of safety and belonging.

This week, Sonoma County adopted a limited non-collaboration ordinance tied to immigration enforcement. It largely formalizes what the County already does—restricting most departments from assisting federal immigration efforts and limiting the use of County resources.

Around the same time, the Santa Rosa City Council and other cities moved in a similar direction, reinforcing that immigration enforcement is not a local function and grounding that decision in community trust and public safety.

On paper, it looks like alignment.

And alignment matters.

But there’s a reality just beneath the surface—one that shapes how all of this actually plays out.

One System, Experienced as One System

Over the course of my career—more than 30 years in law enforcement, followed by years working in violence prevention—I’ve learned something that never changes:

People don’t experience government in parts.

They experience it as one system.

They don’t separate city policy from county policy.
They don’t distinguish between a deputy sheriff and a police officer in terms of authority or structure.

They ask one question: Am I safe calling for help?

If the answer is unclear, trust begins to erode.

The Gap No One Talks About

Here’s the part that doesn’t make the headline.

The ordinance does not apply to the sheriff.

Not because anyone overlooked it—but because they can’t.

In California, the sheriff is independently elected and operates with broad discretion over law enforcement decisions, including how their office engages with federal immigration authorities.

And Sheriff Eddie Engram made that point unmistakably clear.

Speaking to The Press Democrat, he said the ordinance was ultimately “inconsequential” to him, adding that it “doesn’t change the board’s authority over my immigration policy.”

It’s a short statement.

But it carries weight.

Power, Authority, and What It Means in Practice

Let’s put that into context.

A city manager answers to a council.
A police chief answers to a city manager.
A county department head answers to the Board of Supervisors.

Even governors and presidents operate within layers of oversight—legislatures, courts, and political constraints.

But a sheriff?

A sheriff is elected directly by the people and holds independent authority over their office’s operations, as long as those actions remain within legal bounds.

That independence is by design.

But in moments like this, it can feel like something more.

It can feel like parallel authority operating alongside local policy—not within it.

And when the sheriff publicly states that an ordinance is inconsequential, it reinforces that reality in a very visible way.

The Illusion of Alignment

So what we have today is something that looks aligned—but isn’t fully connected.

City policy points one way.
County policy reinforces it.
The sheriff retains independent discretion—and has made clear that the ordinance does not alter that authority.

Legally, that works.

Operationally, it creates a gray area.

And for the public, gray areas don’t feel like nuance.

They feel like risk.

What I’ve Learned About Trust

I’ve sat in rooms with residents deciding whether to report a crime.

Not debating policy. Not analyzing legal authority.

Just asking themselves if it’s safe to speak.

That decision—quiet, personal, often invisible—is where public safety either holds or begins to unravel.

When people hear that policies exist, but also hear that those policies don’t apply equally across the system, it creates doubt.

And doubt leads to hesitation.

Victims hesitate.
Witnesses hesitate.
Communities hesitate.

And hesitation has consequences we don’t always see right away—but we feel them over time.

What Leadership Looks Like Now

This moment isn’t just about policy.

It’s about alignment people can understand.

The sheriff’s independence is not going away. That’s part of the system.

But independence does not have to mean separation.

This is where leadership matters most—across the city, county, and the sheriff’s office.

Not to eliminate authority, but to connect it.

To communicate clearly.
To reduce uncertainty.
To ensure that, regardless of jurisdiction, the public experience feels consistent.

Because the public isn’t reading ordinances.

They’re reading signals.

And right now, the signals are mixed.

Why This Matters Today

At stake is a fundamental principle: public safety depends on trust, and trust depends on consistency.

When leaders speak with one voice, people understand the system and are more willing to rely on it. When authority is fragmented—even legally—uncertainty takes hold, and uncertainty quietly erodes trust.

The recent ordinance reflects a clear intent. But when the sheriff publicly states that it is “inconsequential” to his authority, it reveals the gap between policy and practice—a gap the public can feel, even if they can’t fully explain it.

That gap is where hesitation begins.

If this moment ends with policy alone, the impact will be limited. But if it becomes a call for alignment—across city leaders, county officials, and the sheriff—it creates something far more powerful: clarity that people can trust.

That alignment will not come from authority. It will come from leadership.

It will come from a willingness to sit at the same table, to communicate clearly, and to ensure that no matter where someone lives or who responds to their call for help, the experience feels consistent.

And there is a role for the public as well.

Trust is not built in chambers alone. It is built when communities stay engaged, ask questions, and expect clarity from those entrusted with their safety.

Because in the end, this isn’t about an ordinance.

It’s about whether a resident—at their most vulnerable moment—feels safe enough to pick up the phone and ask for help.

That is where public safety begins.
